HEIDI VOLKHARDT ALLSTEAD
Executive Director and Secretary
Heidi brings a strong background in collaborative leadership to the Workforce Housing Agency. A Tahoe resident since 2008, she is deeply committed to addressing housing as a critical community priority. With nearly 30 years of experience in nonprofit management, Heidi has led initiatives ranging from environmental conservation in the Great Lakes region to strategic development in the Sierra Nevada.
In the North and South Lake Tahoe areas, she has supported organizations in advancing strategy, organizational effectiveness, and grants management. Her partnerships with groups such as the Mountain Housing Council, Tahoe Truckee Community Foundation, and the Martis Fund have helped steward millions of dollars toward regional housing solutions.
JACKELIN MCCOY
Program Manager
Jackelin is deeply committed to serving the Truckee Tahoe community, driven by her belief that housing is a cornerstone of any thriving society. She sees it as a foundation upon which vibrant and resilient communities are built.
As Program Manager over the past three years, Jackelin has led numerous housing initiatives, dedicating herself to addressing the region's housing challenges. Her focus is on optimizing programs to meet the unique needs of the community and creating sustainable solutions.
Beyond her professional role, Jackelin is an outdoor enthusiast who embraces the beauty of mountain towns through hiking, skiing, and mountain biking. Her personal connection to the natural landscape inspires her dedication to preserving these special communities for future generations.
