Our New Strategic Direction
Working to Serve a Greater Workforce
Truckee Tahoe Workforce Housing Agency (TTWHA) was formed to serve the employees of its seven public agencies. In 2023, acknowledging the regions’ growing housing needs, the Agency recognized that the founding mission needed to expand in order to better serve the community as a whole.
Through the 2023-27 Strategic Plan, the agency has begun to look at ways to expand the mission to serve more of our regional workforce, while continuing to support the 2300 employees of its member agencies. This expansion includes a new financial and organizational structure to better serve our members and greater Truckee-Tahoe workforce.

Strategic Targets
The TTWHA five-year Strategic Plan will track to the six key targets outlined below.
Create $10 million in new funding to accelerate workforce housing solutions.
CREATE
$10 million
Facilitate development of at least 75 workforce housing units on publicly-owned land.
FACILITATE
75 units
Incentivize the development and/or acquisition of workforce housing on privately-owned land.
INCENTIVIZE
50 units
Acquire at least 24 units of existing housing stock for immediate and long-term workforce needs.
ACQUIRE
24 units
Expand housing programs to serve 200 employees per year, including member employees and other public agencies employees.
EXPAND
1000 employees
Participate in state advocacy efforts to increase funding for middle income workforce housing needs.

Strategic Goals
The Strategic Plan outlines five goal areas aimed at driving TTWHA towards the above listed targets. The five goals are:

Facilitate development of workforce housing on public agency-owned sites.
Acquire existing properties for immediate and long-term workforce housing needs.
Expand housing programs to serve more of the regional workforce.
Influence state housing legislation through local coordination.
